More notable is the terrace area of Bari Reef (Bonaire Marine Park Map #30) directly in front of Sand Dollar, where snorkelers can enter the water via a sturdy ladder to access a series of 600 lb. reef balls.
In February 2006, Sand Dollar Condominium owners, hotel staff, dive staff, marine enthusiasts on the island and the Bonaire Marine Park joined forces to institute a pilot program dedicated to the production of artificial reefs.
The outcome was the creation of these three-foot high structures, which resemble upside down tea cups. Made of a special concrete mixture whose Ph levels are close to that of the ocean, they stimulate early marine assimilation and growth. These reef balls contain a series of eight to thirteen holes that make them especially attractive to Bonaire’s diverse marine life. The surface of the reef balls were also designed and prepared to encourage the adhesion of new coral polyps.
Nearly six years later,
many creatures now call these manmade structures home, with more growth building all the time.
We encourage all snorkelers traveling to Bonaire to familiarize themselves with the Bonaire Marine Park Map which lists many sites that can be visited for snorkeling and/or diving as well as the Marine Park Regulations prior to their visit. With your support, we can all be treated to reefs which are healthy and teeming with life for many years to come.
Some of our favorite snorkel sites include:
Karpata (Map Site #9): This snorkel is best done in the early morning before the winds pick up, and the water is most calm. There is an easy entrance spot marked by an old concrete pier. There are large elkhorn coral formations in the shallows, opportunities to see squid up close and personal, and an "almost guaranteed" sighting of at least one turtle!
Oil Slick Leap (Map Site #20): This is a popular site for divers and snorkelers due in part to the ample parking and presence of a metal ladder that provides access to the water. Visibility is generally superb at this site. As with all snorkel trips, it is best to swim against the wind and waves for the first half of your tour and snorkel with the wind and waves on your way back to the ladder.
Andrea I & II (Map Site #20): This is an excellent site for snorkelers with an easy entry point that is well marked with large coral "rocks" on the shore. There is a small beach area here for a nice lie down in the sun after your snorkel. Anything and everything can be seen at this site - but the highlight is often the enormous parrotfish that swim in water so shallow there is often more of their bodies out of the water than in! 
Something Special (Map Site #32): The name rather says it all. This site is just south of the Harbour Village Marina channel and just north of Bonaire's boat "anchorage." Though quite "rubbley," it attracts the most amazing variety of fish and marine creatures. In fact, all of the area along the anchorage - including the terrace in front of Dive Friends Bonaire/Yellow Submarine - provides great snorkeling. (Be mindful of the boat traffic.)
Snorkeling Via Boat Trips: Dive Friends Bonaire is more than happy to have snorkelers on board their dive boats. When there are snorkelers on board, they will go to the sites that are good for snorkeling as well as diving.
